Pandey, learned counsel for the petitioner, Mr. Bhupendra Kumar Tripathi, learned counsel for the respondent no. 5 and learned Standing Counsel for the State-respondents. This writ petition has been filed interalia for the following relief:- "A) Issue an appropriate writ order or direction in the nature of mandamus commanding/directing the authority concerned to conduct the enquiry on the complaint of the petitioner dated 22.07.2023 and to conclude the same, expeditiously, within stipulated period as fixed by this Hon'ble Court." Learned counsel for the petitioner submits that the petition has been filed by the petitioner, a permanent resident of Village Godhna, Block and Tehsil Machhali Shahar, District Jaunpur who has made complaint against the against respondent no. 5, the licensee of Fair Price Shop holder. Learned Standing Counsel on the other hand submits that the petitioner has no locus to file such petition, therefore, this petition is not maintainable. In support of his contention, he has relied upon the judgement of this Court in the case of Lakki Sonkar vs. State of U.P. and 5 others passed in Writ -C No. 11528 of 2023.
