Heard learned counsel for the petitioners and learned Standing Counsel for the State-respondents. This writ petition has been filed interalia for the following relief:- "A) Issue an appropriate writ order or direction in the nature of mandamus directing and commanding the respondent no. 2 to initiate the fair and impartial enquiry with the stipulated period in pursuance of the paragraph no. 4 of the order dated 24th December, 2020 (Annexure No. 8 of the writ petition) passed by respondent no. 2." Learned counsel for the petitioners submits that a complaint has been made by the petitioners against the concerned Gram Pradhan for certain development works which has not been done by him though the complaint was made regarding several issues but only two have been taken into consideration. Learned Standing Counsel on the other hand submits that the petitioners have no locus to file such petition, therefore, this petition is not maintainable. In support of his contention, he has relied upon the judgement of this Court in the case of Lakki Sonkar vs. State of U.P. and 5 others passed in Writ -C No. 11528 of 2023.
