The only prayer made in this petition is one seeking the issue of a mandamus to the Executive Officer, Nagar Palika Parishad, Maniyar, District Ballia to decide the petitioner's representation dated 04.11.2022, within a period of three months, if possible. This Court in the exercise of our writ jurisdiction do not write letters of recommendation or request but adjudicate rights of parties, who come before us. The petitioner and the respondents are both parties to a lis and the petitioner seems to have a grievance about his promotion which the other side has not considered. This Court thinks that the petitioner seeks to make out a case based on violation of some service rules, or more than that a violation of Articles 14 and 16 of the Constitution. We do not think that we are here to recommend causes to sundry authorities, rather than decide ourselves. In view of the prayer made in the writ petition, it is rejected as not maintainable but with liberty to the petitioner to move an appropriately framed petition, asking for such relief, as may be advised. Let this order be communicated to the Secretary, Nagar Panchayat, Government of U.P., Lucknow by the Registrar (Compliance) within 48 hours.
