Perusal of the record goes to show that the petition has been filed with a prayer to quash the order dated 18.08.2023 passed by the respondent no.2 vide which the appeal of respondent no.6 has been allowed, restoring his fair price shop license. Learned Standing Counsel points out that this is complainants petition wherein a complaint has been made against respondent no.6 regarding illegality and irregularity in the distribution of essential commodities. He further submits that the petitioner has no locus to file such petition, therefore, this petition is not maintainable. In support of his contention, he has relied upon the judgement of this Court in the case of Lakkhi Sonkar vs. State of U.P. and 5 others passed in Writ-C No. 11528 of 2023.
