¶1Heard Shri Sunil Kumar Srivastava, learned counsel for the petitioner and Shri Avneesh Tripathi, learned counsel for the respondent-University.

¶2This writ petition has been filed seeking a direction in the nature of Mandamus commanding respondent No. 1, Vice Chancellor of Chaudhary Charan Singh University, Meerut to decide the petitioner's application dated 15.11.2021 followed by reminder dated 30.06.2022.

¶3I have perused the said application, in which prayers for issuance of Mark-sheets and Certificates pertaining to B.A. Ist year, IInd year and IIIrd year have been made.

¶4Learned counsel for the petitioner submits that IIIrd year's Mark-sheet has already been displayed on the website of the University, however, in absence of hard copy issued by the University, the petitioner is suffering.

¶5Shri Avneesh Tripathi, learned counsel for the University submits that detainment of Mark-sheets in certain cases is dependent upon certain requirements to be fulfilled at the end of the candidate concerned or there may be some other reasons, however he does not dispute competence of respondent No. 2, Registrar, Chaudhary Charan Singh University, Meerut to take a decision in the matter.

¶6The writ petition is, accordingly, disposed of directing the respondent No. 2, Registrar, Chaudhary Charan Singh University, Meerut to consider the petitioner's request contained in the application dated 15.11.2021 followed by reminder dated

30.06.2022 and take an appropriate decision thereon before

15.01.2024, provided a certified copy of this order is produced before respondent No. 2 in the month of November, 2023 along with fresh copy of application dated 15.11.2021 followed by reminder dated 30.06.2022. Order Date :- 7.11.2023 Sazia High Court of Judicature at Allahabad
