This writ petition has been filed by the petitioner with the following prayer :- "1. Issue a writ, order or direction in the nature of mandamus directing the Respondents to consider and decide the complaint/representations dated 16.06.2023 and 02.10.2023 given by the petitioner for cancellation of open meeting dated 15.06.2023 held in Gram Sabha Gosaura Kala Uruwa, Tehsil Meja, District Prayagraj by which the proposal for allotment of Fair Price Shop in favour of Respondent no.5 has been passed and to conduct fresh open meeting in the Gram Sabha Gosaura Kala Uruwa, Tehsil Meja, Prayagraj regarding allotment of Fair Price Shop. ............" Learned Standing Counsel submits that being complainant petitioner has no locus to file such petition. In support of his contention, he has relied upon the Full Bench judgment of this Court in the case of Vivekanand Yadav vs. State of U.P. and another reported in 2010(10) ADJ 1 (FB) and the judgment of Co-ordinate Bench of this Court in the case of Narendra Kumar vs. State of U.P. and Ors. reported in 2013(1) ADJ
