At the very outset learned Standing Counsel points out that the petitioner is a complainant who has made complaint against the Ration dealer Pradeep Kumar for not distributing the essential commodities to the ration cardholders. He further submits that the petitioner has no locus to file such petition, therefore, this petition is not maintainable. In support of his contention, he has relied upon the judgement of this Court in the case of Lakki Sonkar vs. State of U.P. and 5 others passed in Writ -C No. 11528 of 2023.
