The said notification has been issued by the Government of India on

31.10.2008. In this view of the matter, this writ petition is not maintainable. It is, accordingly, dismissed as not maintainable. This order will, however, not prevent the petitioner from seeking his remedy before the Central Administrative Tribunal, if he so desires.
