¶1Heard learned Counsel for the parties and perused the record.

¶2The present petition has been filed for the following relief : "i. To issue a writ, order or direction in the nature of mandamus commanding and directing the respondent no.2 and 3 to remove the illegal encroachment from public utility hand pumps by private respondents by installing the submersible pump in aforesaid hand pumps for private use situated at Village-Madhomath, Police Station-Dubhar, District Ballia. ii. To issue a writ order or direction in the nature of mandamus commanding and directing the respondent no.2 and 3 to conduct the fair inquiry in illegal encroachment of public utility hand pump situated at Village Madhomath, Police Station Dubhar, District Ballia. iii. To issue a writ order or direction in the nature of mandamus directing the respondents to consider and decide the representation made by petitioner before him."
