¶1Heard Sri Brijendra Kumar Srivastava, learned counsel for the petitioner and Sri Satyendra Bhushan Dubey, learned Standing Counsel for the State-respondents as well as Sri Ashok Kumar Tiwari, learned counsel for respondent no.5 and Sri Adeel Ahmad Khan, learned counsel who has preferred Vakalatnama today on behalf of respondent no.6.

¶2At the very outset, learned counsel for the petitioner states that he may be permitted to withdraw the present petition with liberty to file fresh.
