Issue a writ, order of direction in the nature of mandamus commanding and directing the respondents for the appointment of retail outlet dealership in the state of U.P. by HPCL of the license of Petrol Pump between KM Stone 185 and KM Stone 187 RHS towards Gorakhpur on N.H. 27 (Lucknow) Gorakhpur in accordance with law by examining title and ownership of the land and other requirement of Petroleum Rules 2002 in the interest of justice." The pleadings in the writ petition and the documents annexed with the same do not show any illegality being committed by the Hindustan Petroleum Corporation Ltd. or that the petitioner is exclusively entitled to grant for a retail outlet.
