According to petitioner, some portion of the land of Khasra No. 587, recorded as Banzar in the revenue record, has been unauthorizedly encroached upon by opposite party nos. 5 to 11 and despite efforts made by the petitioner and similarly placed persons, that illegal encroachment has not been removed. State counsel submits that let the petitioner file a fresh representation before opposite party no.13 and in turn, his representation can be decided by the said authority. Without expressing any opinion of the merits of the case, this petition is disposed of permitting the petitioner to file a fresh representation before opposite party no.13 within two weeks from today and in the eventuality of doing so, it is expected from opposite party no.13 to decide the said representation objectively considering all the aspects of the case expeditiously, preferably within a period of three months thereafter.
