¶1Shri Krishna Kumar Singh, Advocate, has filed his Vakalatnama on behalf of respondent no.4, which is taken on record.

¶2Heard learned Counsel for the petitioner, Shri V.P. Nag, learned Counsel for the State-respondents, Shri Gaurav Mehrotra, learned Counsel for respondents no.1 and 3 and Shri Krishna Kumar Singh, learned Counsel for respondent no.4.

¶3The petitioner, who himself is a beneficiary of the relief sought in the present petition, may not have locus to maintain the present petition in the form of Public Interest Litigation. The credentials of the petitioner are also not explained as per the law laid down by Hon'ble the Apex Court in the case of State of Uttaranchal Vs. Balwant Singh Chaufal & Ors., 2010 AIR SCW 1029 and as required by sub-rule (3A) of Rule 1 of Chapter XXII of the Allahabad High Court Rules, 1952.

¶4At this stage, learned Counsel for the petitioner prays that he may be permitted to withdraw the present petition with liberty to avail appropriate remedy available under law.
