¶2Petitioner has approached this Court challenging order dated

25.9.2023 passed by respondent no.3-Prescribed Authority, who is also impleaded in person as respondent no.4 in the present writ petition.

¶3Learned counsel for petitioner submits that a bare perusal of operative portion of the order shows that the matter is decided on the basis of a report submitted by the Assistant Engineer and on the basis of the said report, order is passed on 25.9.2023. He further submits that copy of the said report was neither provided to the petitioner nor any opportunity to rebut the same was given. Thus, there is violation of principles of natural justice.
