Looking into the facts and circumstances of the case, without entering into merits of the case, respondent no.2-District Magistrate, Sultanpur, is directed to decide the aforesaid application of petitioner in accordance with law, by a reasoned and speaking order, as expeditiously as possible, say, within a period of two weeks from the date a certified copy of this order is placed before him.
