¶1Heard learned counsel for petitioner, Sri S.B. Pandey, learned Senior Advocate and D.S.G.I. assisted by Sri Varun Pandey, learned counsel for respondent no.1 to 3 and learned Standing Counsel for State.

¶2Learned counsel for respondent no.1 to 3 raises a preliminary objection that petitioner is from district Deoria and he has submitted his document before the Regional Passport Officer, Gorakhpur, U.P. and therefore, present writ petition is not maintainable on the ground of territorial jurisdiction.
