Heard learned counsel for the petitioner and Dr. Uday Veer Singh, learned Additional Chief Standing counsel appearing for the respondents. The instant petition has been filed praying for a mandamus commanding the respondents to give approval/permission to the petitioner for appointment of 4th class employee in the college run by the petitioner. This Court vide order dated 12.10.2023 had required learned Additional Chief Standing counsel to seek instructions. On the basis of instructions, Dr. Uday Veer Singh, learned Additional Chief Standing counsel for respondents informs that in terms of the government order dated 04.09.2013, there is a complete ban in filling in the Class-IV posts in educational institutions through regular selection rather the posts are to be filled in through outsourcing. He further states that that the State government is now seized of the matter and the process for filling in the post through outsourcing has been started in October, 2022 and it is expected that the said process would be completed within a reasonable time.
