¶1Shri Anindya Shastri, Advocate, has filed his Vakalatnama on behalf of respondent no.7, which is taken on record.

¶2Heard learned Counsel for the petitioner, learned Standing Counsel for the State-respondent and Shri Anindya Shastri, learned Counsel for respondent no.7.

¶3Shri Anindya Shastri, learned Counsel for respondent no.7, has submitted that mere recommendations which are placed reliance upon for allotment of centres to the petitioners for procurement of paddy do not constitute any right justiciable under Article 226 of the Constitution of India. That apart, in so far as the District Raebareli is concerned, the paddy purchase centres have not been allotted to the private entities, therefore, the relief sought in the present writ petition is wholly misconceived.

¶4Apart from the recommendations, at initial stage, there is no other document that may establish the right which may have accrued to present petitioner to claim the rights as asserted in the writ petition.

¶5Once the procurement is made through the governmental agencies, we do not find that the cause espoused in this writ petition is made out, therefore, the instant writ petition bereft of any merit is hereby dismissed.
