Notice on behalf of the respondents No.1 to 4 has been accepted by the office of the Chief Standing Counsel. The petitioner has approached this Court with limited prayer that to the effect his departmental appeal is pending before the respondent No.2 may be decided with a time span to be fixed by this Court. Learned Additional Chief Standing Counsel submits that she has no objection in case appropriate direction has been passed for expeditious disposal for appeal. Considering the aforesaid, this petition is being disposed of with the direction to the respondent No.2 to consider and decide the pending departmental appeal of the petitioner after affording full opportunity of hearing most expeditiously preferably within a period of eight weeks from the date a certified copy of this order is placed before the authority concerned. It is made clear that the Court has not examined the case of either of the parties on merits and the respondent No.2 shall decide the appeal by passing a reasoned and speaking order strictly in accordance with law.
