¶1Heard learned counsel for petitioner and learned State Counsel appearing on behalf of opposite parties.

¶2Petition has been filed seeking a direction to competent authority to open the seal cover envelope pertaining to petitioner's promotion on the post of Head Constable PAC in the light of Government Order dated 28.05.1997.

¶3It has been submitted that recommendation pertaining to petitioner's promotion was kept under seal cover in the Departmental Promotion Committee held on 22.11.2022 but despite passing of more than one year therefrom, same has not yet been opened.

¶4For the said grievance, petitioner has already submitted a representation but seeks liberty to file a fresh representation before competent authority. At present learned counsel for petitioner restricts his prayer for a final decision with regard to same.

¶5Considering innocuous prayer being made by learned counsel for petitioner and without entering into the merits of the case petitioner is granted liberty to file a fresh representation before opposite party No.2 i.e. Additional Director General of Police (Establishment), D.G.P., Headquarter, Lucknow. In case such a representation is filed, the same shall be considered and decided by a reasoned and speaking order within a period of six weeks from the date a certified copy of this order is produced before the said authority in the light of Government Order dated

28.05.1997.
