Heard learned counsel for petitioner and learned State Counsel appearing on behalf of opposite parties. Petition has been filed for following reliefs:- "i.-Issue a writ, order or direction in the nature of mandamus, commanding the opposite parties to issue a recognition certificate to the petitioners union as well as to the petitioner no.2 as under rule-5 Uttar Pradesh (Sewa Sanghon Ko Manyata) Niyamawali, 1979 a as amended rules-2001. ii-Issue a writ, order or direction in the nature of mandamus, commanding the opposite parties not to create hindrance in the working of the petitioner's union as well as petitioner no.2." For the aforesaid grievance, the petitioner has already submitted a representation but seeks liberty to file a fresh representation before the authority concerned. Considering innocuous prayer being made by learned counsel for the petitioner and without entering into the merits of the case petitioner is granted liberty to file a fresh representation before opposite party No. 2 i.e. Engineer in Chief, Irrigation and Jal Sansthan, U.P., Lucknow. In case such a representation is filed, the same shall be decided by a reasoned and speaking order within with period of six weeks from the date a copy of this order is produced before the said authority.
