¶1Petitioner has approached this Court challenging the work contract granted on 22.07.2023 to respondent no.4. Admittedly, the technical bids were open on 12.06.2023 and petitioner's technical bid was rejected. Thereafter, petitioner did not take any action. The work contract was granted on 22.07.2023 to respondent no.4, thereafter, on 03.08.2023, for the first time petitioner moved an R.T.I. claiming details with regard to respondent no.4. Even by the present petition, petitioner has not challenged the rejection of his technical bid, therefore, not merely petitioner is not qualified for the contract but the petitioner had unnecessarily delayed in approaching this Court as it ought to have approached this Court immediately after his technical bid was rejected. Any information ought to have been taken by the petitioner immediately after 12.06.2023 when the technical bid was rejected.

¶3Since, petitioner's bid is not to be executed and now, the work has been started, hence, due to much delay in raising the dispute, this is Court is not inclined to exercise its extraordinary discretionary jurisdiction in the present petition.
