In compliance of earlier order of this Court, compliance afÏdavit filed today, is taken on record. As per compliance afÏdavit, promotion order has been issued by opening a sealed cover as sealed cover procedure was adopted by the then Departmental Promotion Committee, the petitioner thus stands promoted. However, contention is that had the sealed cover procedure not been adopted, the petitioner would have got preference to be posted at Bulandshahar as junior persons to him had been given posting even after promotion in district Bulandshahr. Now since petitioner has been promoted and is currently posted in Bulandshahar, it is expected that respondents would be allotting station to all the promotees as per their choice of preference in terms of seniority only.
