¶1Instructions filed today is taken on record and marked as Appendix-A.

¶2Heard Sri Ashish Dwivedi, learned counsel for the petitioner along with Sri Pradeep Yadav learned counsel for the writ petitioner, Sri Prateek Rai has accepted notice on behalf of Respondents 1, 2 and 3.

¶3The claim of the writ petitioner is that despite the fact that on

30.06.2022 the writ petitioner has submitted the Ph.D. Thesis but viva-voice has not been conducted and his representation dated

10.08.2023 has not been decided till today. The matter was taken up pre-recess, Sri Prateek Rai who appears for the University took time and thereafter the matter is being taken up post-recess, he has come up with the oral instructions that a Committee is constituted for doing follow up action in pursuant to submission of Ph.D Thesis of the writ petitioner. He submits that expeditiously the matter with the process and follow up action will be taken.

¶4Prayer in the present petition is for a direction in the nature of mandamus commanding the respondents to conduct the viva-voice of Ph.D. Thesis submitted by the petitioner and to issue a writ, order or direction in the nature of mandamus to commanding the respondents to decide the representation of the petitioner dated

10.08.2023.

¶5Considering the submissions of the rival parties as well as stand taken by them, the writ petition is being disposed off granting liberty to the writ petitioner to approach the second respondent Vice Chancellor, Allahabad University, Allahabad who shall thereafter consider the claim of the writ petitioner and take up follow of action and conclude with top of priority within a maximum period of four from the date of presentation of the certified copy of the order.
