ORDER Date : 11.01.2024
Mr. T. Deuri, learned counsel for the petitioner, on instruction, submits that the writ petitioner, herein, is no longer pursuing the academic programme for the session 2023-2024. However, Mr. Deuri, learned counsel, submits that the petitioner may be permitted to approach the Executive Council of the University by way of preferring an appropriate application, praying for removal of the stigma attached to him on account of the incident forming the basis of the proceedings instituted against him. Prayer is accepted. The writ petition accordingly stands disposed of, permitting the petitioner herein to prefer a representation before the Registrar, Dibrugarh University, praying that the penalty as imposed upon him and already undergone, shall not be used in future to the prejudice of the petitioner for the perusal by him of academic courses or employment purpose. The Registrar, on receipt of such representation, shall present it before the Executive Council of the University, for its consideration, which, in turn, shall consider the same and pass appropriate orders. The decision that may be arrived in the matter shall then be communicated to the petitioner through the Registrar, Dibrugarh University, forthwith. The said exercise shall be initiated and carried-out within a period of 3(three) months from the date of receipt of the representation from the petitioner along with a certified copy of this order.
