15.05.2024 Heard Shri T. Chetri, learned counsel appearing on instructions of Shri A. Ganguly, learned counsel for the petitioner. This case was filed in the year 2016 with an allegation of non-compliance of an order dated 02.06.2015 passed in WP(C)/471/2015. Notice was issued on 26.02.2016. However the order sheet reflects that time was granted to the learned counsel for the petitioner on numerous occasions to file impleadment application of the new incumbents holding the post. Such time was granted on 18.04.2018, 12.09.2018, 12.06.2019, 14.09.2022, 16.12.2022, 20.02.2023,

26.05.2023 and lastly on 20.09.2023. The learned counsel has made a similar prayer today. This Court in the order dated 16.12.2022 had in fact observed as to whether anything survives in the present proceeding. The subject matter of the order dated 02.06.2015 passed in WP(C)/471/2015 has also been examined wherein there was a direction for placing the case of the petitioner for appointment on compassionate ground before the State Level Committee and the death of the father of the petitioner, who was stated to be Government Servant was in the year 2004. In any event, the order in question will not have any substantial impact on the case as in the meantime, more than two decades have passed and the entire essence of making appointment on compassionate ground is lost.
