Heard Mr. A. K. Hannan, learned counsel for the applicant. Mr. R. R. Gogoi, learned standing counsel, Forest Department appears for the respondent Nos. 1, 2 and 3. By this application, the applicant who is the petitioner in WP(C)/3573/2024 is praying for impleadment of Agence Francaise De Development (AFD), French Development Agency, 112 Malcha Marg, Chanakyapuri, PIN Code-110021, New Delhi, India, represented by the Director as party respondent No.4 in WP(C)/3573/2024 on the ground that the proposed respondent has partnered with the State of Assam and the Assam Forest Department for the purpose of sustainable forest management and bio-diversity conservation and that the proposed respondent is providing the fund for the Assam Project on Forest and Bio-Diversity Conservation-Phase-II. As such the proposed respondent is a necessary Page No.# 3/3 party. After hearing the learned counsel for the applicant and also on consideration of the cause shown in the present application, this Court is satisfied.
