Heard Mr. O. Duggong, learned counsel appearing for the applicants. Also heard Mr. D. Kamduk, learned Standing Counsel, Land Management Department representing respondent Nos. 1, 2 & 3; and Mr. O. Pada, learned counsel representing Deputy Commissioner (respondent No. 4).

This is an application praying for impleadment of Shri Pankaj Kumar Jha, the Secretary, Land Management Department Government of Arunachal Pradesh; Shri A. K. Singh, the Director, Land Management Department, Government of Arunachal Pradesh; and Shri Hage Lailang, the Deputy Commissioner, Upper Siang District, Arunachal Pradesh; and Shri Koli Akash Santosh, the Defence Estates Officer, Itanagar Circle, Arunachal Pradesh as respondent Nos. 15, 16, 17 & 18, respectively, in the Contempt Case No. 29/2020.

Page No.# 9/10 It is submitted by the learned counsel for the applicants that the earlier incumbents to the post of Secretary, Land Management Department, the Director, Land Management Department, the Defence Estates Officer, Itanagar Circle have been transferred to some other posts, and the Deputy Commissioner, Upper Siang District, has already been release from his service on superannuation and therefore, replacements to the posts have also been made with the present applicants, as such, impleadment of the present incumbents as party respondents in the said Contempt Case No. 29/2020 has become necessary for meaningful adjudication and effective disposal of the contempt Case No. 29/2020. Therefore, this application.

The prayer of the applicants is allowed.

Let the new incumbents of the said posts, namely, Shri Pankaj Kumar Jha, the Secretary, Land Management, Department Government of Arunachal Pradesh; Shri A. K. Singh, the Director Land Management Department, Government of Arunachal Pradesh; Shri Hage Lailang, the Deputy Commissioner, Upper Siang District, Arunachal Pradesh, and Shri Koli Akash Santosh, the Defence Estates Officer, Itanagar Circle, Arunachal Pradesh, be impleaded as respondent Nos. 15, 16, 17 & 18, respectively, in the Contempt Case No. 29/2020.

The applicants shall take necessary steps for impleadment of the same. Page No.# 10/10
