Heard Mr. P. D. Nair, learned counsel for the applicants/ writ petitioners. Also heard Mr. M. Kato, learned Dy.SGI appearing for respondents No. 1 & 3; Mr. N. Ratan, learned Additional Advocate General appearing for respondents No. 2, 4, 6 to 12 and Mr. D. Kamduk, learned standing counsel for the Land Management Department appearing for respondent No. 5. This is an application for leave to allow the applicants to file writ petition in representative capacity to espouse the cause of the descendants of the original inhabitants of area belonging to the Singpho tribe whose lands in Pisi village and the erstwhile Kamku village in and around the M'Pen area are Page No.# 6/6 presently included in the Namdapa National Park and Tiger Reserve. The applicant No. 1 has been authorized by the villagers of Pisi and M'pen villages of Miao Sub-Division of Changlang District vide the meeting dated

18.07.2023 inter alia to espouse the cause for the benefit with regard to the community land of the Singpho tribe in Pisi village and erstwhile Kamku village. The applicant No. 2 has also been authorized to espouse the cause vide authorization dated 04.07.2023 by the Chief of Singpho tribe of N'hkumsang area that comprised of the areas including the Pisi village and the erstwhile Kamku village in and around the M'Pen area. Having considered the above and the prayer not being opposed by the learned counsel appearing for the opposite parties I deem it appropriate to allow this application. Accordingly, the leave is granted to the applicants to file the connected writ petition in representative capacity to espouse the cause of the descendants of the original inhabitants of the area belonging to the Singpho tribe whose lands in Pisi village and the erstwhile Kamku village in and around the M'Pen area.
