ORDER This Writ Petition has been filed seeking issuance of a writ of mandamus directing the 2nd respondent to issue a "No Objection Certificate" to the 1st respondent and directing the 1st respondent to dispose of the petitioner's application dated 06.11.2024 (Appl.No.TN720241106482) for issuance of a issue Legal Heirship Certificate in respect of the petitioner's deceased mother Tmt.Arokia Mary.
¶2The petitioner would submit that she is the daughter of late Tmt. Arokiya Mary, who died on 29.08.2008, leaving behind her husband
and

heirs. The petitioner submitted an application dated 06.11.2024 to the 1st respondent seeking issuance of a Legal Heirship Certificate in respect of her deceased mother. However, no action was taken on the said application. Subsequently, the petitioner made a representation dated
03.07.2025 to the District Collector, Chennai, which was forwarded to the 1st respondent. The 1st respondent had directed the petitioner to obtain a "No Objection Certificate" (NOC) from the Tahsildar concerned, as the native place of the deceased falls under Malliyam Village, Mayiladuthurai Taluk. Accordingly, the Petitioner had approached the Mayiladuthurai Tahsildar for issuance of the NOC. However, by proceedings dated 20.06.2025, the Tahsildar directed the petitioner to approach the 2nd respondent, stating that the said village falls under the jurisdiction of Kuthalam Taluk. Thereafter, the 1st respondent, by proceedings dated 10.07.2025, requested the 2nd respondent to verify as to whether any Legal Heirship Certificate had already been issued and to issue the required NOC. Despite the same, no NOC has been issued till date. Hence, the petitioner is before this Court.
