Writs on hand have been instituted, challenging the instructions given by Government dated 08.11.2010.

¶2Writ Petitioners retired from service on 31.05.2012 (in W.P.22740/2025), 31.08.2013 (in W.P.No.22666/2025) and 31.05.2017 (in W.P.553/2026) respectively. Pay Commission Recommendation was implemented by Government vide G.O.Ms.No.234, Finance (PC) Department dated 01.06.2009. Subsequent Government Orders were issued, issuing instructions regarding fixation of pay for employees in the Selection Grade / Special Grade.

¶3Pertinently, instructions were issued in the context of Government Order, implementing Pay Commission Recommendation. Therefore, the challenge made against Government Order, issuing instructions is untenable. That apart, Writ Petitioners had retired from Page5 of 6 service long before. Writ Petitions itself were filed after a lapse of more than 15 years from the date of issuance of Government Letter. Thus, Writ Petitions, being devoid of merits, stand dismissed mainly on the ground of delay and laches. No costs. (S.M.S.,J.)
