Judgment
ORDER This writ petition has been filed to direct the respondents to stop the construction of the library at the address, morefully disclosed in the prayer to this writ petition and relocate the same to an alternative suitable site.
2.The petitioner claims that the library is being constructed at a place where it cannot be easily accessed by the public. The petitioner belongs to the nearby area, where the library is going to be constructed. The petitioner had given a representation on 18.12.2025 to the respondents requesting them to stop the construction of the library and instead re-locate the same in an alternative site. Since the same was not considered, the petitioner has filed this writ petition.
3.Mr.N.Naveen Kumar, learned Government Advocate accepts notice on behalf of the first respondent. Mr.R.V.DineshKumar, learned counsel accepts notice on behalf of the second respondent. Mr.V.Meganathan, learned Government Advocate (Crl.Side) accepts notice on behalf of the third respondent. Since no adverse order is being passed against respondents 4 and 5, notice to respondents 4 and 5 is dispensed with by this court.
4.Learned Government Advocate appearing for the first respondent, on instructions would submit that the prayer sought for in the petitioner's representation is baseless and there is an access for reaching the library, where it is being constructed.
5.No prejudice would be caused to the respondents if the petitioner's representation, as stated supra, is considered, on merits and in accordance with law, within a time frame to be fixed by this Court.
6.This Court is not expressing any opinion on the merits of the petitioner's representation and is not expressing any opinion on the merits of the respective contentions.
7.For the foregoing reasons, this writ petition is disposed of by directing the second respondent to pass final orders, on merits and in accordance with law on the petitioner's representation dated 18.12.2025 requesting the respondents to stop construction of the library at the address, morefully disclosed in the prayer to this writ petition and instead relocate the same to an alternative suitable site, within a period of 8 weeks from the date of receipt of a copy of this order. Consequently, connected WMP is closed. No costs. 06-03-2026 vga To
