Judgment

ORDER This writ petition has been filed, challenging the impugned order dated

22.04.2025 passed by the first respondent, rejecting the petitioner's request for transfer of patta in his name for the property, morefully disclosed in the prayer to this writ petition on the ground that the petitioner has to submit an online application to enable the first respondent to consider the petitioner's request for grant of patta.

2.Mr.C.Jayaprakash, learned Government Advocate accepts notice on behalf of respondents 1 to 3. Since no adverse order is being passed against the fourth respondent, notice to the fourth respondent is dispensed with by this Court.

3.Learned counsel for the petitioner on instructions would submit that the petitioner is willing to submit a fresh online application with the first respondent for the transfer of patta in his name for the property, morefully disclosed in the prayer to this writ petition.

4.No prejudice would be caused to the respondents if the petitioner is allowed to submit a fresh online application seeking for transfer of patta and a direction is issued to the first respondent to consider the same, on merits and in accordance with law, after giving due consideration to the contentions of the petitioner as well as the supporting documents, produced by him, within a time frame to be fixed by this Court.

5.This Court is not expressing any opinion on the merits of the petitioner's application seeking for transfer of patta.

6.For the forgoing reasons, this writ petition is disposed of by directing the petitioner to submit a fresh online application with the first respondent seeking for transfer of patta in his name and also submit a written explanation to the first respondent stating as to how the petitioner is entitled for transfer of patta in his name for the property, morefully disclosed in the prayer to this writ petition along with the supporting documents, within a period of two weeks from the date of receipt of a copy of this order. On receipt of the said online application and the written explanation within the stipulated time, the first respondent shall pass final orders, on merits and in accordance with law, after giving due consideration to the supporting documents, produced by the petitioner, within a period of 12 weeks thereafter. If the first respondent decides to reject the petitioner's application for transfer of patta, the first respondent will have to pass a speaking order with regard to the petitioner's contentions and the supporting documents produced by the petitioner, after hearing all the necessary parties. Consequently, connected WMPs are closed. No costs. 24-03-2026 vga To
