WP 10709/2026

Judgment

Order The petitioner has filed this writ petition to direct the respondents to display the slogan as Bribe giving and receiving is an offence to all the Government Departments in Salem District by implement the G.O.Ms.No.185 personnel and Administrative Reforms(N)Department dated 10.10.2006.

¶2Case of the petitioner is that in the year 2023, her father in law made a petition to issue patta to the above said land. Since the application was not considered, her father in law filed W.P.No.15388 of 2023, which was allowed by directing the respondent to issue patta to the land. However, the 5th respondent asked bribe for issuance of patta but the same was refused by her father-in-law. Due to which, the 5th respondent rejected the patta application. Against which, the petitioner's father-in-law filed an appeal, which is pending.

¶3It is the contention of the petitioner that in order to have proper awareness in the Salem District regarding Bribe in the Government Office, the petitioner made a representation dated 25.08.2025 to the 1st respondent Page3 of 6 requesting to direct the respondents 2 to 5 to display the slogan as ''Bribe giving and receiving is an Offence'' to all the Government Departments in Salem District by implementing the G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department, dated 10.10.2006. Since no order was passed on the said representation, the petitioner is before this Court.

¶4Learned counsel for the petitioner submitted that there is no proper awareness in the Salem District regarding Bribe in the Government Office, since all the revenue officials considered the public applications only getting bribe from them. Hence, it is necessary that a notice board be displayed in every office and in the public places at visible points containing the slogans. Therefore, it would suffice if this Court directs the respondents to display a Notice Board in every Government Office as per G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department dated 10.10.2006.

¶5Learned Additional Government Pleader has no objection for such an order being passed by this Court.

¶6Heard both sides and also perused the materials available on record.

¶7This Court is of the considered view that due to the act of the Government officials in the revenue department, the Tamil Nadu Government Page4 of 6 has issued a G.O.Ms.No.185, dated 10.10.2006 by ordering to display a Notice Board in every Government Office and the office of every local body and Government Company or Undertaking containing the following message both in English and Tamil: ''Bribery is against the law; complaints about corruption may be sent to the Director of Vigilance and Anti-Corruption, Madras 600 006'' ''y";rk; rl;l tpnuhjkhdJ y";rk; gw;wpa g[fhh;fisg; gpd;tUk; Kfthpf;F vGjp mDg;g[f/ tpHpg;g[g;gzp ,y";r xHpg;g[ ,af;Feh; brd;id 600 006''

¶8In view of the limited request made by the counsel for the petitioner, this Court issues direction to the respondents 1 and 2 to implement the G.O.Ms.No.185, Personnel and Administrative Reforms (N) Department dated

10.10.2006 based on the petitioner's representation dated 25.08.2025, within a period of six weeks from the date of receipt of a copy of this order.

¶9This Writ Petition is allowed on the above terms. No costs. 23-03-2026 Index: Yes/No Speaking/Non-speaking order SK Page5 of 6 To
