¶3It is submitted by the learned counsel for petitioner that this is the second round of litigation. In the earlier round of litigation, in W.P. No.28166 of 2024, vide the order dated 25.09.2024, this Court had directed the second respondent to deal with the complaint made by petitioner on 28.06.2024 and directed to initiate enquiry and that a final decision ought to be taken after affording an opportunity of hearing to petitioner, fourth respondent, within a period of four weeks from the date of receipt of a copy of that order. He would further submit that though more than two years have gone by, the enquiry is still pending.
