Judgment

ORDER The present writ petition has been filed for a direction to respondents on the basis of petitioners' representation dated 25.06.2026, in accordance with law, and direct respondents to issue EXIT permit at the earliest and facilitate them safe, lawful and dignified return to their home country, Sri Lanka, without any further delay, suffering, or procedural impediments.

¶2Learned Special Government Pleader for respondents 1, 2 and 4 would submit that the appropriate authority would be the fourth respondent to grant Exit permit. He would however submit that for grant of Exit permit by fourth respondent, no objection certificate may have to be obtained by fifth respondent inasmuch as petitioner who is admittedly a citizen of Srilanka has overstayed beyond the visa period. ¶3Learned Government Advocate appearing on behalf of fifth respondent would submit that petitioners' representation dated 25.06.2026, would be considered and appropriate orders would be passed, within a time frame to be fixed by this Court. It is thereafter open to petitioners to approach the appropriate authority requesting for issuance of Exit permit, which was agreed to by learned counsel for petitioner.

¶4In view thereof, there shall be a direction to fifth respondent, to consider petitioner's representation dated 25.06.2026 on its own merits and pass appropriate orders, in accordance with law, after affording reasonable opportunity of hearing to petitioners, within a period of two weeks from the date of uploading of web copy without waiting for the receipt of certified copy. It is thereafter open to petitioners to approach the appropriate authority/fourth respondent requesting for issuance of Exit permit. It is made clear that this Court has not expressed any views with regard to the merits of the case.

¶5Accordingly, writ petition stands disposed of. There will be no order as to costs. 06-08-2026 Index: Yes/No Speaking/Non-speaking order MRN Page4 of 6 To
