ORDER

This writ petition has been filed for issuance of a writ of mandamus directing the respondents to issue Vending Certificate to the petitioner to carry on her tiffin stall business (selling food items) in the junction of 1 st Main Road and North Road, East CIT Nagar, Nandanam, Chennai – 600 035 by taking into consideration her representation dated

21.05.2026.

¶2Heard the learned counsel for the petitioner and the learned Standing Counsel for the respondents.

¶3The learned counsel for the petitioner submits that the petitioner is running a tiffin stall in a pushcart selling food items and the respondents omitted to identify the tiffin stall of the petitioner in the survey conducted by them and they did not issue identity card for running the tiffin stall. He would also submit that though the petitioner sent a representation dated 21.05.2026, the same has not been considered by the respondents. He would further submit that the petitioner and her family depend on the tiffin stall business for their daily sustenance and hence, issuance of identity card for running tiffin stall is essential.

¶4When the matter is taken up for consideration, the learned Standing Counsel for the respondents would submit that the place where the petitioner is running a tiffin stall in pushcart is declared to be a non-vending zone and hence, the representation of the petitioner cannot be considered for issuance of identity card. However, he would submit that if the petitioner applies afresh for obtaining identity card to run tiffin stall in pushcart in a vending zone, it will be duly considered by the respondents in accordance with law.

¶5Recording the submission of the learned Standing Counsel, this writ petition is closed. No costs. (A.D.J.C., J) & (S.S.A.,J)
