Judgment

ORDER This Writ Petition has been filed seeking a direction to the second respondent to conduct a proper investigation into the petitioner's complaint regarding a social boycott, and to grant police protection to the petitioner and his brother to reside in their house at Mariamman Koil Street, Komal, Kuthalam Taluk, Mayiladuthurai District.

¶2It is seen that the petitioner has perfomed an inter-caste marriage. Consequently, respondents 7 to 11 acted as the Nattamai (village headmen) of the village and condemned the actions of the petitioner. The petitioner's house was locked, forcing them to stay outside the village, as respondents 7 to 11 are not permitting the petitioner to enter the village. Therefore, the petitioner lodged a complaint. On receipt of the complaint, the sixth respondent registered an FIR in Crime No. 198 of 2025 for offences under Sections 296(b), 127(2), 324(4), and 351(2) of the BNS against respondents 7 to 11. While the investigation was pending, the petitioner was once again barred from entering his house and the village. Consequently, another complaint was lodged with the fourth respondent. The fourth respondent conducted a peace committee meeting, but Page4 of 6 respondents 7 to 11 failed to appear. The fourth respondent then orally instructed the village concerned to permit the petitioner to stay in his house, but this instruction was not obeyed.

¶3In view of the above, the petitioner is directed to lodge a fresh complaint before the third respondent RDO. The third respondent, in turn, is directed to issue notices to respondents 7 to 11, conduct an enquiry, and pass appropriate orders in accordance with law within a period of 12 weeks. Further, sixth respondent is directed to complete the investigation in Crime No. 198 of 2025 and file a final report within a period of 12 weeks from the date of receipt of a copy of this order. Further, the sixth respondent is directed to provide adequate police protection to the petitioner and his family members at the hands of the respondents 7 to 11.

¶4With the above observations and directions, this Writ Petition is disposed of . Consequently, connected miscellaneous petition is closed. No costs. 30-06-2026 Index: Yes/No Speaking/Non-speaking order Page5 of 6 SMA To
