2.The second respondent is directed to dispose of the petition mentioned O.A. on merits and in accordance with law within a period of six months from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. All the interest persons shall be put on notice before passing the final order is passed.

3.This writ petition is disposed of accordingly. No costs.
