ORDER
The present Writ Petition has been filed seeking a Writ of Mandamus directing the respondents the respondents 1 to 3 to consider the petitioner's representations dated 05.08.2026 and 10.08.2026 and to grant necessary permission for the Aadi Kadaisi Velli festival Food offerings (Annadhanam), lights and speaker for the festival proposed to be conducted on 13.08.2026 and
14.08.2026, at Arulmigu Sri Bahampiriyal Sametha Sri Valmiganatha Swamy Temple, Thiruvetriyoor Village, Thiruvadanai Taluk, Ramanathapuram District.
¶2Mr.C.Christopher learned Government (Crl.Side) takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself.
¶3The learned Government Advocate (Crl.Side) would submit that the petitioner, who is the representative of the Hindu People's Welfare Movement, has neither applied nor got any permission from the Hindu Religious and Charitable Endowment Department for offering Annadhanam in the said temple.
¶4The learned Counsel for the petitoner referred the orders passed by this Court in the years 2023 and 2024, wherein permission itself was sought for conducting "1008 Vilakku Pooja" at the said temple and that was only granted by this Court. The petitioner has neither sought for any permission for conducting Annadhanam nor produced any order granted by this Court for conducting Annadhanam. Moreover, the third respondent passed the order rejecting the request on the ground that the petitioner has not shown any sufficient place to offer Annadhanam for nearly 4000 people proposed to be participated for the said Annadhanam. Even in the petitioner's affidavit or in the petition, the petitioner has not shown the place, where they proposed to conduct the said Annadhanam.
¶5At this juncture, the learned Counsel for the petitioner would submit that they are ready to conduct Annadhanam in some other place.
¶6The learned Government Advocate (Crl.Side) would submit that if the petitioner identifies and offers an alternate place for conducting Annadhanam, the same will be considered by the respondents.
¶7Recording the said submission made by the learned Government Advocate (Crl.Side), the petitioner is at liberty to identify and offer a suitable alternate place for conducting Annadhanam before the third respondnet and if such alternate place is offered, the third respondent is directed consider the same and pass orders, by imposing necessary conditions.
¶8With the above directions, this Writ Petition stands disposed of. No costs.
