ORDER Heard the learned counsel for the petitioner and the learned Government Advocate for the respondents.

2.The third respondent is directed to dispose of the petition mentioned representation on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The third respondent shall put the interested persons, if any, on notice before passing final order. It is open to the third respondent to pass order one way or the other.

3.The writ petition is disposed of accordingly. No costs.
