ORDER Heard the learned counsel on either side.

2.The second respondent is directed to dispose of the petition mentioned enquiry proceedings on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The second respondent shall put the interested persons, if any, on notice before passing final order. It is open to the second respondent to pass order one way or the other.

3.The writ petition is disposed of accordingly. No costs.
