A. Bimol Singh, J.

Heard Mr. B.P. Sahu, learned senior counsel assisted by Mr. Deepak Prasad Sahu, learned counsel appearing for the applicant, Mr. N. Ibotombi, learned senior counsel assisted by Mrs. N. Savitri, learned counsel appearing for the respondent No. 1 and Mr. S. Biswaji, learned senior counsel assisted by Ms. Ishori, learned counsel appearing for the respondents No. 2 and 3.

The present application had been filed with a prayer for allowing impleadment of the Central Agriculture University as one of the respondent in the connected writ appeals.

Mr. B.P. Sahu, learned senior counsel submitted that because of the pendency of the present writ appeals and the interim order passed by this court, the construction of the building/ infrastructure involved in the present cases cannot be started and that the University is suffering due to the lack of the required infrastructure. The learned senior counsel submitted that the applicant wants to be impleaded as one of the respondents so as to expedite the disposal of the present writ appeals.

Mr. N. Ibotombi, learned senior counsel appearing for the contesting respondent No. 1 submitted that the applicant has nothing to submit on merit except for their desire to expedite the disposal of the writ appeals. The respondents No. 2 and 3 are the competent authorities to argue the cases on merit. Since the learned senior counsel appearing for the applicant failed to point out before this court the requirement of assisting this court in deciding the cases of merit, we are of the considered view that the applicant is neither a necessary nor a proper party. So far as the applicant's concerned for expeditious disposal of the writ appeal is concerned, all the parties are trying their best to dispose of the writ appeals IN. 5 SHOUGRAK PAM DEVANAND A SINGH Date: 2023.05.20 12:54:30 +05'30' as early as possible. Only because of the parties seeking time for filing additional affidavit to clarify the issue involved in the present writ appeal, we have given time to the litigating parties for a just and appropriate adjudication of these cases on merit.

In view of the above, the present application is hereby dismissed.
