Judgment
O R D E R 06-08-2024 [1] Heard Mr. P. Tomcha, learned counsel appearing for the petitioner and Mr. B.P. Sahu, learned senior counsel assisted by Ms. Loha, learned counsel appearing for the respondents. [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself. [3] At the outset, the learned counsel appearing for the petitioner submitted that because of the postponement of the date of election for election of office bearers of the Manipur University Students' Union, the petitioner became age barred. As the petitioner is aspiring to be a candidate in the election which is to be held, he submitted representation to the authorities of the Manipur University for allowing him to contest the election by relaxing his age bar in terms of the order dated 16-12-2022 passed by the High Court of Uttarkhand in WP(C) No. 3290 of 2022, which is enclosed as Annexure-A/8 of the present writ petition. The learned counsel further submitted that the said representation submitted by the petitioner is yet to be considered and disposed of by the authorities.
Mr. P. Tomcha, learned counsel further submitted that the present writ petition can be disposed of by giving liberty to the petitioner to approach the authorities of the Manipur University by filing a detailed representation for relaxing his age bar only for the purpose of allowing him to contest in the ensuing election for the office bearers of the Manipur University Students' Union. The learned counsel also submitted that in the IN. 6 SHOUGRAKPAM DEVANANDA SINGH Date: 2024.08.06 14:39:02 +05'30' WP(C) No. 518 of 2024 Contd…/-
event of submission of such a representation by the petitioner, a direction be issued to the respondents to consider the said representation on its own merit and taking into consideration the order dated 16-12-2022 passed by the High Court of Uttarkhand in WP(C) No. 3290 of 2022 and to dispose of the same by passing appropriate order within a stipulated period. [4] Mr. B.P. Sahu, learned senior counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to only to the consideration and disposal of the proposed representation to be submitted by the petitioner, he has no objection in disposing of the present writ petition as prayed for by the counsel appearing for the petitioner.
In view of the submission made above, the present writ petition is disposed of with the following directions:-
(i) The petitioner is given liberty to file a detailed representation to the concerned authorities of the Manipur University for relaxing his age bar only for the purpose of allowing him to contest in the ensuing election for electing the office bearers of the Manipur University Students' Union. The said representation should be submitted within a period of one week from today; and

With the aforesaid directions, the present writ petition is disposed of.
