Article 243C: Composition of Panchayats
In plain words
The State Legislature decides by law how Panchayats are composed. All seats are filled by direct election from territorial constituencies, drawn so that, as far as practicable, the population per seat is the same throughout the Panchayat area and the State.
- The State can provide for village Panchayat Chairpersons to sit in intermediate (or district) Panchayats, and intermediate Panchayat Chairpersons to sit in district Panchayats.
- It can also provide for MPs and MLAs from the area, and members of the Council of States and Legislative Council registered there, to sit in higher-level Panchayats.
- Chairpersons and all members have the right to vote in Panchayat meetings.
- Village Panchayat Chairpersons are elected as the State provides. Intermediate and district Chairpersons are elected by and from the elected members.
